COMPETENCY REQUIREMENTS
EDUCATION AND EXPERIENCE
- He/she must have Master’s degree in hospitality management, public health ,Business administration, Nursing or any related field
Evidence of professional development in the relevant specialty area - He/she must five years of working experience in the facilities and operational management of soft services in the Hospital setting.
SKILLS AND ABILITIES
- Detail knowledge of hospital technical documents, Rwandan standards regulations legislation and codes of practice.
- Extensive demonstrable experience in operational estate and soft facilities management at a senior level and in depth knowledge of statutory compliance
- Knowledge of professional processes and procedures
- Computer skills such as Microsoft Word and other related software
- Able to analyze detailed information
- Ability to communicate and guide.
- Ability to lead and implement the development of Internal and External Disaster Plans
- Ensure achievement of performance and outcome targets.
Must have Knowledge of Health and Safety legislation and risk management.
KEY RESPONSIBILITIES
• Participate in the development and implementation of strategy for this unit and the interface with the wider health economy in alignment with National and International Norms and Practices.
• Manage the delivery of all activity and access targets within the Directorate, as well as conducting meetings with internal staff and to plan and assign work within the Division/ Management Units
• Lead the Management Unit Team in constantly reviewing the service profile and plan, implementing and evaluating service improvements and modernization and ensuring compliance with Hospital and Ministry of Health policies
• Lead the annual budget setting exercise in conjunction with the Director of Finance and manage the annual budget of the Service
Undertake annual workforce planning for the Service, including overseeing of the recruitment process for all disciplines of staff within the Directorate.
- Develop, co-ordinate and evaluate a comprehensive education and training strategy within the Directorate which cascades throughout the Hospital and which includes induction, annual mandatory training, appraisal, continuing professional development linked to individual training needs and clinical governance.
- Develop and Implement a strategy to ensure that the vacant posts are filled with the minimum of down time and inconvenience to the Hospital and patients with the most appropriate skilled personnel
- Prepare an annual business plan within agreed timescales including the development of business cases for capital development and the implementation of approved schemes
- Manage and monitor the provision of high quality services to user components e.g. Housekeeping and cleaning services: Laundry and linen provision :domestic refuse and clinical waste removal: provision of General Supplies and goods: and food provision
- Ensure that accurate, relevant and timely information is provided to the Hospital Board, Chief Executive Officer and Senior Management as required.
